4、tcombinescentralizedanddecentralizedmanagementonthebasisofhouseholdcontractualmanagement,grantingtothepeasantslong-termandguaranteedland-useright,safeguardingthelegitimaterightsandinterestsofthepartiestolandcontractsinruralareas,andpromotingthedevelopmentofagricultureandrura
5、leconomyandsocialstabilityinthecountryside.Article2ForpurposesofthisLaw,landinruralareasincludesthearableland,forestlandsandgrasslandsownedcollectivelybythepeasantsandbytheStateandusedcollectivelybythepeasantsaccordingtolaw,aswellasotherlandsusedforagricultureaccordingtolaw.
6、Article3TheStateappliesthecontractualmanagementsysteminrespectoflandinruralareas.13Landcontractinruralareasshalltaketheformofhouseholdcontractwithinthecollectiveeconomicorganizationsinthecountryside,whilesuchlandinruralareasasbarrenmountains,gullies,hillsandbeaches,whicharen
7、otsuitedtotheformofhouseholdcontract,maybecontractedinsuchformsasbidinvitation,auctionandpublicconsultation.Article4TheStateprotects,inaccordancewithlaw,thelong-termstabilityoftherelationshipoflandcontractinruralareas.Afterthelandinruralareasiscontracted,thenatureofownership
