1、摘要：发展农村公共文化服务事业是建设以生产发展、生活宽裕、乡风文明、村容整洁、管理民主为目标的社会主义新农村的重要内容之一，也是公共文化服务体系的覆盖范围由城市扩展到农村的客观要求和题中应有之义。本文从阐述由政府主导、社会参与形成的普及文化知识、传播先进文化、提供精神食粮、满足农民群众文化需求、保障农民群众文化权益的各种公益性文化机构和服务的总和这一农村公共文化服务事业的基本内涵及其由机制、法律、人才、资金、技术等五大构成要素的基本论点入手，回溯了计划经济与市场经济两个时期农村公共文化服务事业发展历程。通过对永春县农村公共文化服务事业发展情况的剖析，从而加
2、快农村公共文化服务事业的发展步伐，为农民提供完善、有效的公共文化产品和服务，为新农村建设提供文化支持，实现社会的文化公平和公正。提出了创新政府农村公共文化服务理念、健全农村公共文化管理体制、加大政府资金投入、调整农村公共文化资源配置、实现农村公共文化信息共享等对策和建议。关键词：新农村，公共文化，公共服务，机制创新Abstract:Ruraldevelopmentistheconstructionofpublicculturalservicetothecauseofthedevelopmentofproduction,affluentlife,civili
