3、aneffectivelypromoteenergyconservationortheuseofcleanenergyvehiclesamongdomesticcar-drivers.ChinasurpassedtheUnitedStatestobecometheworld'slargestautomarketin2009,andChineseconsumersareexpectedtobuymorethan17millionnewcarsthisyear,whichwillplaceevenmorepressureonthecountry'senviron

4、mentandenergysupply.Undersuchcircumstance,Chineselawmakersareobligatedtoreplacethecurrentlaw,thattaxesvehiclesaccordingtothenumberofpassengerstheyareallowedtocarry,withanewgreenonethatwillcuttaxesonfuelefficient,cleanenergyvehicleswhileimposingincreasingtaxesbasedonenginecapacity.H

5、owever,itisnotunreasonableforsomelawmakerstosuggestthenewtaxbebasedonthevalueofavehicle.Thelogicisobvious,suchanadvaloremtaxwillhelpnarrowthecountry'sincomedisparitybytaxingthosewithamulti-million-yuanluxurysedansignificantlymorethanthosewithcheapercarofthesameenginecapacity.Givent
