2、一项防范程度较低、管理相对粗放、发展很不稳定的制度。因此，新型农村合作医疗制度的有效实施关乎我国农村经济发展和社会稳定大局。农村合作医疗制度自建立以来，在我国广大农村地区经历了几起几落。而理论界对农村医疗保障问题的研究主要集中在：新型农村合作医疗保险制度实施绩效与问题、新型农村合作医疗保险制度的运行机制、进一步完善新型农村合作医疗保险制度等方面，他们的特点都在于紧密结合党和政府的方针政策，联系农村社会保障的进程，寻找问题、分析原因、提出政策与建议，这些研究为指导中国农村医疗保障的改革与发展起了重要作用。但是，这些

3、研究似乎有一定的局限性，确实有进一步研究、补充和发展的必要。本文总结我国农村合作医疗保障在实践过程中的经验教训，结合现阶段的具体国情，针对新型农村合作医疗制度在实施中存在的问题，从农民、政府、制度本身三个方面出发分析原因，并借鉴国际有关农村医疗保障制度的经验，为实现新型农村合作医疗又好又快发展提出建设性的对策与建议，主要包括“隐性”强制与“显性”强制相结合、优化医疗资源配置实现城乡一体化、在农村医疗机构推进基本药物制度、将“共保联办”项目在更大范围内推广等。关键词：农村医疗保障制度新型农村合作医疗问题对策第
