2、内涵的历史过程而言，全球化不应该是资本主义制度开放和扩张的延续，而是一种需要突破“中心-边缘”结构的努力。这种努力的过程与目标的达成，包括近代以来人类交往的形式、范围、内容走向融合的过程，也是走向后工业文明发展中世界交往的新形式，它的功能在于把全球联系为一个互动合作的整体，是民族国家在政治、经济、文化等一切领域的合作与互动，更是全球化背景中试图摆脱边缘位置的国家必须进行的行政创新：变革已有的“中心-边缘”式管理型社会治理模式，构建合作治理。Anobjectiveglobalizationmakesitpossibleforthepatte

3、rnofcenter-peripherytobecontinuedandoutstretchedallovertheworld.However,sofaraspost-industrialization—ahistoricalprocesswithspecificconnotationagainstspecificbackground—isconcernedglobalizationshouldnotbethecontiuationofopeningupandextendingofcapitalism.Itisratherakindofn

4、ewefforttobreakthroughthepatternof"center-periphery".Processofthiseffortandattainmentofitsgoalincludestheblendingprocessoftheform、limitandcontentofmodernhumanbeing'sinteraction.Thisprocessisalsoanewkindofcommunicationalongwiththedevelopmentofpost-industrialization'scivili

5、zation.Itsfunctionistolinktheentireworldintoantotalityofmutual-aidandcollaboration.Allthosethingsnotonlymeannation-states'collaborationandmutual-aidinthefieldsofpolitics,economics,andculture,butalsomeananadministrativeinnovationonthepartofthosecountriestryingtogetridofthe
