1、摘要摘要随着市场竞争愈演愈烈，移动通信运营商面临新的挑战，纯粹依靠网络规模和基础业务挖掘市场潜力已丧失了竞争优势。电信运营商在传统语音业务趋于饱和的情况下也渴望通过新业务来寻求新的利润增长点，如何充分利用现有网络资源创造更高的利润成为运营商普遍关注的课题。本文通过对移动智能网系统、虚拟移动专网以及当今通信市场的分析，提出了一项可以成为通信运营商利润增长点的新业务——基于移动智能网的校园短号业务。基于移动智能网的校园短号业务可以提高运营商应对当前全业务市场的竞争力，帮助运营商积极抢占校园市场，增强客户粘性。该业务的商用将为VPMN集团用户提供点对

2、点通话功能，同一网络用户相互通话，不需在号码前加任何前缀，只需直接输入对方短号即可。这项业务极大的方便了集团用户拨打网内号码，为增加集团客户增值业务收入，加大VPMN业务对集团客户的捆绑力度提供了强有力的支撑。另一方面，校园短号业务是根据呼叫控制和计费处理相分离的设计思想，通过将计费处理模块从智能平台迁移至BOSS平台的方法，充分利用交换智能网和BOSS系统两大平台的优势，使系统业务处理能力得到显著提升，系统资源占用情况大幅度缩减。因此，基于移动智能网的校园短号业务将成为通信运营商新的利润增长点，并为其提升自身竞争力做出一定的贡献。本文给出了这
