8、要评估意见(一)项目建设的必要性XXX自治县XXX乡综合办公楼始建于上世纪90年代，砖混结构，总建筑面积仅为XXX平方米，现有XXX余名党政机关工作人员在内办公。由于年久失修，安全隐患相当严重，2010年元月经XXX县建设工程质量安全监督站鉴定为C级危房。为了保证乡党政机关干部职工的人身安全和各项工作的正常开展，缓解办公用房不足，按照国家规定的标准新建综合办公楼是十分必要且紧迫的。(二)项目建设规模
