2、个蓬勃发展的产业。内蒙古具有发展奶业的资源优势，近年来奶业发展迅猛。奶业，作为带动地方经济和促进农民增收的重要途径，受到了政府的高度重视。但是我们应该看到，奶业的发展尽管带动了地方经济的腾飞，但是面临着许多问题。奶农受到奶牛饲养中高风险的威胁，又不得不面临奶业企业转移的市场风险。由于政府技术服务杌构职能的弱化和奶农经营上的分散性，奶擞中技术进步缓慢。合作社是解决这一系列问题的有效措措施。本文以内蒙占自治区呼和浩特市土默特左旗为例进行了深入的分析。土默特左旗是内蒙古自治区的“奶业第一旗”，具有很强的代表性。文中通过对土默特左旗的具体分析，在借鉴国际经验的基础上，对合作社建设中的产权界定及
