2、科技竞争的加剧，各国政府越来越重视科技创新。当前，国家持续加大对科研创新项目的投入力度，科研院所得到了前所未有的科研经费支持，为了更好地使财政资金发挥创新推动和引导作用，国家也逐步加强了针对科研经费的监管和审计力度。科研院所作为科技创新的主力军，科学有效地管理经费，让资金发挥最大效益，建立健全适应现阶段发展需要的高效预算管理体系势在必行。W研究所作为国家重点药物研究机构之一，由于缺乏外部和内部约束机制，原有松散粗放式的管理已不能适应当前的发展需要，因此，完善W研究预算管理体系刻不容缓。本文借鉴国内外全面预算管理的基本理论和实践经验，结合当前科研事业单位预算管理改革的时代背景，探讨科研

3、事业单位推行全面预算管理的必要性。以W研究所为研究对象，分析其预算管理现状，通过问卷调查分析全面预算管理的问题，并深入剖析存在问题的原因，提出改进及优化建议。论文在研究上，综合全面预算管理理念以及科研院所的特点分析，进行预算前瞻性管理研究，促使其可以充分实现资源的整合，同时使科研院所能够有效地进行成本管控，实现重点项目的保障，确保预算资金得以高效利用，进而推动科研成果的高效转化，促使我国经济建设能够实现更高效和飞速的发展。关键词：全面预算管理；科研事业单位；分析；改进IAbstractComprehensivebudgetmanagementisoneofthemethodsofin
