7、这次会议是在构建社会主义和谐社会和建设社会主义新农村对水利赋予重要职责的形势下召开的一次十分重要的会议，也是在"十一五"水利开局良好、可持续发展水利深入推进的时刻召开的一次十分关键的会议。中共中央政治局委员、国务院副总理回良玉对这次会议作了重要批示，充分肯定了2006年水利工作，对做好2007年的水利工作提出了明确要求和殷切希望。会议期间，汪恕诚部长代表部党组作了工作报告，总结了2006年的工作，分析了贯彻落实科学发展观和构建社会主义和谐社会对水利的要求，部署了今年的各项水利工作任务。规计司、建管
