6、布桐乡市人民政府公报（总第23期）桐乡市集体土地上房屋拆迁补偿安置暂行办法65文件发布桐乡市人民政府公报（总第23期）桐乡市人民政府令第87号《桐乡市集体土地上房屋拆迁补偿安置暂行办法》已经市十四届政府第50次常务会议审议通过，现予以公布，自2011年10月1日起施行。市长 二○一一年八月十日第一章总则第一条 为加强集体土地征收中的房屋拆迁安置管理工作，维护拆迁双方当事人合法权益，根据《中华人民共和国土地管理法》、《中华人民共和国土地管理法实施条例》和《浙江省实施〈中华人民共和国土地管理法〉办法》等法律、法规的规定，结合本市实际，制定本办法。第二条 本市行政区域内，因城乡建设
7、和经济社会发展等公共利益需要征收集体所有的土地，拆迁土地上的房屋及其他附属物，并对所有权人进行补偿安置的，适用本办法。第三条 市国土资源管理部门负责集体土地征收中的房屋拆迁补偿安置管理工作。市规划建设行政主管部门负责对房屋拆迁评估活动实施监督管理。镇人民政府、街道办事处和市级开发单位负责实施集体土地征收中的房屋拆迁补偿安置工作。市发展改革、财政、公安、民政、审计等部门按照各自的职责，配合做好集体土地征收中房屋拆迁补偿安置的相关工作。第四条 本办法所称拆迁人
