2、经济发展水平进一步稳固。农村居民人均纯收入增长速度，自1998年以来其首次超过城市，国家财政收入、外汇储备、粮食产量和工业生产值等均取得不同程度的快速增长，国民经济发展再上新台阶。儿童福利事业在良好的经济形势下迎来了新的进展与突破，2010年中国第一项儿童福利津贴制度正式确立，标志着我国在儿童福利理念和认识上的重要转变，政府第一次面向全体孤儿承担起养育的主要经济责任，对民生方面的重视和投入进一步增加。中国儿童福利服务至此开始了在四大方面的重要转型，主要表现在：儿童福利的理念转变、服务对象范围扩大、服务项目增加和儿童福利机构的功能转
