3、市拆迁行为作整体性的概述，为便于进行下一步的分析研究，首先明确了城市拆迁行为的性质和法律关系，分析其实施过程，并对城市拆迁行为的三个主体（地方政府、拆迁人、被拆迁人）之间的利益关系进行重点分类研究。在明确了城市拆迁各主体的立场及其间利益关系的前提下，以地方政府为主视角，分析其立场及行为演变、动机，揭示地方政府在拆迁行为中各种行为表象的深层次原因，为接下来提出改进性的对策建议奠定基础。最后提出完善城市拆迁中地方政府行为的对策建议，主要包括完善财税体制以平衡政府财权和事权、明确地方政府以公共服务提供者的定位、以征收补偿为重点关注领域健全拆迁法律体系、强化监督、鼓励
