3、lawandassumetheresponsibilityfortheimplementationoftheregulations.Article3.Foreignexchangeasreferredtointheregulationsincludesmeansofpaymentsandassetsdenominatedinforeigncurrencyforinternationalsettlementasthefollowing：1.foreigncurrencies，includingbanknot

5、sandstocksetc.；4.SpecialDrawingRightsandEuropeanCurrencyUnits；and5.otherassetsdenominatedinforeigncurrency.Article4.Theregulationsshallgovernallactivitiesrelatedtothereceiptsandpaymentsofforeignexchangeaswellasforeignexchangeoperationsofdomesticentities，i

6、ndividuals，foreignestablishments，andforeignnationalsinChina.Article5.Thegovernmentadoptsareportingsystemforbalanceofpaymentsstatistics.Allentitiesandindividualsinvolvedinbalanceofpaymentstransactionsshallfulfilltheirobligationsforreportingbalanceofpayment
