3、basedfinancinginthecentralAfricannationofBurundibyexploitingthestaggeredrolloutofthisfinancingacrossprovincesduring2006-10.Wefoundthatperformance-basedfinancingincreasedtheshareofwomendeliveringtheirbabiesinaninstitutionby22percentagepoints,whichreflectsarelativeincreaseof36per

4、cent,andtheshareofwomenusingmodernfamilyplanningservicesby5percentagepoints,arelativechangeof55percent.Theoverallqualityscoreforhealthcarefacilitiesincreasedby45percentduringthestudyperiod,butperformance-basedfinancingwasfoundtohavenoeffectonthequalityofcareasreportedbypatients

5、.Wedidnotfindstrongevidenceofdifferentialeffectsofperformance-basedfinancingacrosssocioeconomicgroups.Theperformance-basedfinancingeffectsontheprobabilityofusingcarewhenillwerefoundtobeevensmallerforthepoor.Ourfindingssuggestthatasupply-sideinterventionsuchasperformance-basedfi

6、nancingwithoutaccompanyingaccessincentivesforpoorpeopleisunlikelytoimproveequity.Moreresearchintothecost-effectivenessofperformance-basedfinancingandhowbesttotargetvulnerablepopulationsiswarranted.Severalgovernmentsinlow-andmid-dle-incomecountrieshaveadoptedperformance-basedfin
