1、XX卫生计生事业“十三五”发展规划 “十三五”时期是落实党的十八大战略目标、全面深化改革、加快推进经济社会创新发展的关键时期。为实现我区卫生计生事业科学、可持续发展，根据国家、省、市工作总体部署和XXXX国民经济和社会发展“十三五规划”纲要，结合下城实际，制定XXXX卫生计生事业发展“十三五”规划。一、规划背景（一）“十二五”发展成就“十二五”期间，我区认真贯彻区委、区政府对卫生计生的工作部署，紧扣“人人享有基本医疗卫生服务”的卫生计生事业发展目标，深入推进医药卫生体制改革，不断完善社区卫生服务体系，强化疾病预防控制能力和
