5、s,safeguardingthepublicinterestsandpublicsecurity,accordingtotherelevantlawsandregulations,combinedwiththeactualsituationofthisprovince,theenactmentofthisordinance.Secondaccordingtothestipulationsinthefranchiseofmunicipalpublicutilities,referstothegovernmentinaccordancewiththerelevantlawsandregulat
