5、manceEvaluationindexsystemwithfurtherguidanceability,andtheconditionsofthenation,theprovinceandthecity.TheEvaluationsystemseparatedfromlocalactualconditionisabsolutelyharmful.Boththeinformatizationlevelandthenon-technologicalfactorscanbeneglectednorcop
