2、spondstoagrowingpublicinterestinusinggolfcars(1)andothersimilar-sized,4-wheeledvehiclestomakeshorttripsforshopping,socialandrecreationalpurposesprimarilywithinretirementorotherplannedcommunitieswithgolfcourses.Thesepassenger-carryingvehicles,although
3、low-speed,offeravarietyofadvantages,includingcomparativelylow-costandenergy-efficientmobility.Further,manyofthesevehiclesareelectric-powered.Theuseofthesevehicles,insteadoflarger,gasoline-poweredvehicleslikepassengercars,providesquietertransportation
4、thatdoesnotpollutetheairofthecommunitiesinwhichtheyareoperated.Currently,thereisagrowingconflictbetweenstateandlocallaws,ontheonehand,andFederallaw,ontheother,inthetreatmentofthesesmallvehicles.Thatconflictunnecessarilyrestrictstheabilityofvehicleman
5、ufacturerstoproduceandsell,andtheabilityofconsumerstopurchase,thesevehicles.Inrecentyears,agrowingnumberofstatesfromCaliforniatoFloridahavepassedlegislationauthorizingtheirlocaljurisdictionstopermitgeneralon-roaduseof"golfcarts,"subjecttospeedand/oro
6、perationallimitations.Amajorityofthosestatesconditionsuchbroaduseuponthevehicles'havingspecifiedsafetyequipment.Further,someofthesestateshaveopenedthewayfortheuseofvehiclesthatarefasterthanalmostallgolfcars.Mostconventionalgolfcars,asoriginallymanufa
7、ctured,haveatopspeedoflessthan15milesperhour.Thesestateshaveeitherredefined"golfcarts"toincludevehiclesdesignedtoachieveupto25milesperhourorhaveestablishedanewclassofvehicles,"neighborhoodelectricvehicles,"alsodefinedascapableofachieving25milesperhou
