3、icrequirementsofpeople.InJanuary1,1992,theprivatenatureoftheArgentinaWaterServiceCompany(AguasArgentinas)insteadofOSN(ObrasSanitoriasdelaNacion,theNationalPublicHealthBureau)forthemanagementofwaterresources,thePrivateCompanies'slargestshareholderandbackersisFrenchWaterServiceCompany.Management
4、transfercontractforthirtyyears,toachievethepurposeisclear:toprovidequalitywaterfor11millionresidents.It'saverydifficulttask.AlthoughthewaterrichinTahe(RiodelaPlataLaPlata,flowof22thousandcubicmeterspersecond)fromthecitynexttothewatersupplyflow,waterisstillinsufficient,oftenwithoutwater.Thecity
5、islarge,anditisintricatelydividedintomanyurbanareas.Thewatersupplysystemwasoutofrepairand60%ofthepipeswereleaking.Corruption,bribery,illegalpossession,unauthorizedaccesstothepipelineandotherillegalactivitiesabound.ThemoraleofOSNstaffislow,becauseOSNisanadministrativeinstitution,notonlyoverstaf
6、fed,butalsoinefficient.Allpeoplewithconscienceadmitthatthewatersupplysituationwasverybadbefore1992.But14yearslater,in2006,thegovernmentofArgentinadecidedtosuspendthecontractwiththeWaterServiceCompanyinArgentina.Theachievementsofthecompanyandthereasonsforthegovernment'sterminationofthecontractc
7、ausedheateddebate.ThisdebatehasgonebeyondthescopeofthelivingconditionsofBuenosAiresresidents,andevolvedintoanideologicaldebatebetweenantiglobalismandliberalism.Ican'tcommentontheargumentsofbothsides.Therulingisinprogress,andthetruthwill
