1、中文摘要中文摘要随着人类社会的不断发展，环境质量空前恶化，污染事故迭出不穷，人们的生存受到前所未有的挑战，环境问题越来越突出地摆在世人面前，逐渐成为人类关注的焦点，因此人们开始对环境的价值重视起来，也开始不再将解决环境问题仅仅看作是国家的权力与责任，保护环境的理念开始与每个人的生存、发展密切相关，保障公民的环境利益，顺应世界人权发展的潮流，在此趋势之下，亟待我们对环境保护和权利保障之关系加以探讨和明晰，面对环境问题的危机，寻找更加合理的解决措施，尤其是开始在运用国家公权力对环境进行宏观管理的同时，逐渐将公民环境权概念提上议事日程，然而我国目前的环境保护法律法规虽已逐步完善，但对于公民
