2、pterIGeneralProvisionsArticle1InordertostandardizegovernmentalinvestmentprojectofShenzhenMunicipality,establishsounddecision-makingprocedureandorganizationalimplementationprocedure,guaranteequalityofprojectsandachievebetterinvestmentprofits,theseregulationsarehe

3、rebyformulatedincombinationwiththepracticalconditionsofShenzhenMunicipalityandinaccordancewiththefundamentalprinciplesoftherelevantlawsandregulations.Article2TheseregulationsshallbeapplicabletotheadministrationofthegovernmentalinvestmentprojectsatthelevelofShenz

4、henMunicipality.Intheseregulations,governmentalinvestmentprojectsatthelevelofShenzhenMunicipalityreferredtotheconstructionprojectswithinvestmentoffixedassetsatthelevelofmunicipality,forwhichthefundswithinbudgetaryestimate,landdevelopmentfundsandotherfinancialfun

5、dsareused.Article3Allgovernmentalinvestmentprojectsshallbeconstructedinaccordancewithapprovedplans.Theplansofgovernmentalinvestmentprojectsshallbemadeoutundertherelevantlaws,regulationsandpoliciesofthestate,theplansofnationaleconomyandsocialdevelopmentofShenzhen

6、Municipality,theurbanplanningandthepracticalrequirements.Anygovernmentalinvestmentshallbemadeincompliancewiththeprincipleofkeepingexpendituresbelowincomeandmaintainingcomprehensivebalance.Anygovernmentalinvestmentshallemphaticallyinvestinfundamentalandpublicproj

7、ects.Article4Theconstructionoftheinvestmentprojectsofthegovernmentshallabidebythefollowingprinciples:(1)Strictlyperformtheprocedureofcapitalconstruction.Reconnoitering,designandconstructioninthesametimeshallbeprohibited;(2)Sticktotheprincipleofbudgetaryestimatec

8、ontrollingbudget,andbudgetcontrollingfinalaccounts;(3)Establishimprovedresponsibilitysystemforqualityofprojectsandresponsibilitysystemforsupervisionofprojectstoensure
