1、ALTERNATIVEANDRENEWABLEENERGYPOLICY2011GOVERNMENTOFPAKISTAN44FOREWORDNaturehasblessedPakistanwithenormousrenewableenergypotentialwhichcanbeutilizedforpowergenerationandtomeetenergyneedsofthecountry.TheGovernmentofPakistan(GoP)initiateddevelopmentofRenewableE

2、nergySectorunderaphased,evolutionaryapproachconstitutingastrategicpolicyimplementationroadmaptoincreasethedeploymentofAREtechnologies(ARETs)inPakistan(AREPolicy2006).AREpromisesahigherproportionofthenationalenergysupplymixandhelpsensureuniversalaccesstoelect

3、ricityinallregionsofthecountry.TheGOP’sstrategicobjectivesofEnergySecurity,EconomicBenefits,SocialEquity,EnvironmentalProtection,SustainableGrowthandGenderMainstreaming,nowarefurtherharnessedundertheAREPolicy2011,developedbytheMinistryofWaterandPowerwiththes

4、upportofinternationalagenciesincludingAsianDevelopmentBank(ADB),USAID,UNDP,GermanTechnicalCorporation(GTZ),EnergiaInternationalandwithconsensusofallrelevantstakeholderincludingprovincialgovernments,privatesectorandacademia.TheAREPolicy2011willhelpcreateacond

5、uciveenvironmentforthegrowthofdomesticARESector.ExperienceunderAREPolicy2006coupledwithinternationalbestpracticesprovidethebasisformorecomprehensiveframeworkforAREPolicy,2011.Ithasanexpandedscopeencompassingallalternativeandrenewableenergysources,enhancedfin

6、ancialmechanismsandalsoaddressesareaslikeruralenergyservicesandbio-fuels.ItcarriesforwardmostoftheliberalandattractiveincentivesofAREPolicy2006tomaintaintheinvestors’confidence,andplacesgreateremphasisonaggressivegrowthofgrid-connectedARETapplications(e.g.wi

7、ndfarms)aswellasaprogrammaticdevelopmentofdispersedAREpowergenerationmarket(e.g.solarhomesystems)onmorecompetitiveterms.SalientfeaturesoftheAREPolicy2011includevarietyofinvestmentoptionsfortappingdifferentAREresourcesforon-gridandoff-gridapplicationsandalsoe

8、ncouragesconsumerbasedinitiatives.AttractivepolicyinstrumentssupplementGoP’sopendoorinitiativesforprivateinvestmentinAREsectorinPakistanasitisenvisagedtocontributeitsshareinstrengtheningandimpro
