4、suggestionstoperfectthenationalcompensationsystemconcept(includingstatecompensationshouldbetypedandthecorrespondingsegmentsoftheimputationprinciple)andthepoliticalcivilizationofthestatecompensationtoobtainobjectivetheprotectionoftherighttorequestprogram.Onthis
5、basis,theauthorputsforwardaseriesofsystemconstruction.ThePeople'sRepublicofChinacompensationlawpromulgatedinMay12,1994markedthetransitionfrom"powergovernment"to"responsiblegovernment"inChina,andbecameamajoreventintheprocessofconstitutionalgovernmentandruleofla
6、winchina.Thenationalcompensationlawhasbeenimplementedfornearlytenyears.Ithasplayedanirreplaceableroleinsafeguardingtheruleoflawandtherightsofcitizens.However,theimplementationeffectisfarfromthelegislativeobjectiveandthepublicexpectations."StateCompensationLaw"
