2、newtechnologies(suchascoherentmodulation),tofacilitatefutureimprovementsinradarclutterintheabilitytodetecttargets,thusimprovingsecurity.Thesetechnologiescanalsoreducedistortionlaunchandbandlaunchandpromotetheefficientuseofspectrum.From2008,thesetechnologiescanbeappliedtothenewS-
3、bandradar.S-bandisparticularlyusefulintheworstrainandsnowclutterenvironment.Becauseofitsabilitytodetectanddisplayadvantages,S-bandradarisgenerallyconsideredbettersuitedasAPRA(automaticradarplottingdevices)/collisionavoidanceradar.Althoughthenewtechnologiesaimedatenhancingsecurit
4、y,theuseofthistechnologyalmostdonottriggertheradarofexistingradartransponder.Radartransponderwasconsideredaveryimportantnavigationaltool,becausetheycanbeverypoorvisibilityinthecaseofrecognitionratherthanrelyonbuoypositioningandGNSS.Overall,thenewradartechnologycompatiblewithther
5、adartranspondertoresearchanddevelopment,butatpresentthesenewtechnologiesnotrelatedtoindustrystandardsorrecommendations.AtpresenttheapplicationofnewtechnologiesfortheS-bandradarofthemandatoryrequirementsofloadingalsodidnotmentionontheagenda.Similarly,theexistingS-bandradarphase-o
6、utschedulehasnotplanned.Newradartechnologywillhavesomenewcharacteristicsoftheoperation,theneedforoperatortraining.X-bandradarontherequesthasnotchanged.Intheforeseeablefuture,stillrequireX-bandradartriggerandsearchandrescuevehicleradartransponderradartransponders(SART).Newtechnol
7、ogiesintheS-bandradarwillbedecidedX-bandradarfuturedevelopmentplansasafactor,therefore,itwassuggestedthattheIMOtoamendtherequirementsofSART,willchangeitfromradar-basedbasedAISorothertechniques.NewradartechnologyInternationalMaritimeRadioCommittee(CIRM),ProfessorofNorrisexplained
