2、nistrationDecember11,2005RegulationsforproductionmanagementofcommercialcipherproductsArticle1forthepurposeofstrengtheningtheproductionmanagementofcommercialcipherproductsandregulatingtheproductionactivitiesofcommercialcipherproducts,theprovisionsareformulatedinaccordance

3、withtheregulationsontheadministrationofcommercialcipher.Thecommercialcipherproductsreferredtointhesecondregulationsrefertotheproductsthatencryptorprotecttheinformationwhichisnotrelatedtothecontentsofthestatesecretsbymeansofcryptography.TheseRegulationsareapplicabletothep

4、roductionactivitiesofthirdcommercialcipherproducts.TheproductionofcommercialcipherproductsreferredtointheseRegulationsincludesthedevelopmentofcommercialcipherproducts.ThefourthcommercialcipherproductsareproducedbytheunitsdesignatedbytheStateBureauofcipherAdministration(h

5、ereinafterreferredtoasthedesignatedunitsofcommercialcipherproducts).Nounitsorindividualsmayproducecommercialcipherproductswithoutdesignation.ThevarietiesandmodelsofcommercialcipherproductsmustbeapprovedbytheStateBureauofcipheradministration.Thefifthnationalpasswordadmini

6、strationisresponsiblefortheproductionmanagementofcommercialcipherproductsthroughoutthecountry.Thecipheradministrationinstitutionsofprovinces,autonomousregionsandmunicipalitiesdirectlyunderthecentralgovernmentshallundertakerelevantmanagementworkinaccordancewiththeseprovis

7、ions.AccordingtothedevelopmentofCommercialCryptography,theSixthNationalcipherAdministrationdesignatedcommercialcipherproductsproductiondesignatedunits.Adesignatedproducerofcommercialcipherproductsmusthaveindependentlegalpersonality,withthecommercialpasswordproductsandada
