2、epartment(NYSED)PurposeThepurposeofthisrequestforproposals(RFP)istosupportthedisseminationofeffectiveprincipalpracticesandprogramsthatarepromisingand/orsuccessfulinStrengtheningTeacherandLeaderEffectiveness(STLE)schools,andallowingourSTLEgranteestosharetheirsuccessfulinnovationsinacollabora
3、tiveendeavorwithaneligiblepartner.EligibleApplicantsEligibleApplicantsareindividualSTLE1,2and3grantees(i.e.,publicschooldistricts,publiccharterschools,andBOCES).ThisincludesindividualSTLEgrantees,consortium-leads,andconsortiummembers.PleaserefertoAppendixEforacompletelistofEligibleApplicant
4、s.EligibleApplicantsmayapplyindividuallyorformaconsortiumwithoneormoreSTLEornon-STLEdistricts,publiccharterschools,and/orBOCES.Additionalrequirementsandinformation:·Inaconsortiumapplication,anEligibleApplicantmustserveastheleadapplicant/fiscalagentforthegrant,andcannotactsolelyasaflow-throu
5、ghforgrantfundstopasstootherrecipients.Thefiscalagentmustprovideaminimumof20%ofthedirectservicessupportedbythisgrant,asreflectedinthebudget(pleaseseeAppendixG:NYSEDConsortiumPolicyforStateandFederalDiscretionaryGrantProgramsforadditionalinformation).·ApplicantsmustcertifythattheSTLEprincipa
6、l(s)chosentocompleteSTLE-DworkisratedHighlyEffectiveorEffectiveontheirmostrecent,completeAPPRPleasenotethattherecentlyenactedsafetynetcalculationsdonotimpactthedecisionsmadeinconnectiontocareerpathways,performancecompensation,orapprovedAPPRplans,etc.Thesafetynetratingscannotbeusedinconnecti
7、ontotherewards,roles,orothergrant-relateddesignationsfoundwithinyourprogram..·STLE1,2or3granteesmayapplytoformaconsortiumwithanotherSTLE1,2or3grantee,providingthegranteehasaneligibleprincipal(s)and/orteacherleader(s)onaprincipalcareerladderpathwaywhowasn
