4、ndlocalpublicexpenditureintheworld.Toinvestigatethemarketeconomycountries,wecannotfindagovernmentwithfivelevelsofstructure.Atypicalcaseisthethreetierorquasithreelevelarchitecture(suchasthefederalsystemoftheUnitedStates,AustraliaandtheunitarysystemofJapanandFrance),butChinahasfourlevelsoflocalgovernm
5、ent:Province,city(prefecturelevelcity),countyandtownship.AlthoughChina'sconstitutionisthefivelevelsofgovernment,butaccordingtothisframework,suchasgovernmentsatalllevelsarerequiredtohavetheirownstabletaxbase,accordingtothetaxclassificationframeworktoformthefinancialresourceassignment,atleastatthegras
6、srootslevel,nottoseetheway,atownshipleveldoesnothavethebulkstablesourceofincometothetaxsystem.Toomuchfiscalorderwillresultininefficientuseoffinancialfunds,andbringthegameoffinancialfundsbetweendifferentfiscallevels.NowthefinancialsystemofChinaisbasedonadesignideaofaregime,theleveloffinance,putasidet
