3、itimelaw","People'sRepublicofChinashippollutionpreventionofmarineenvironmentalmanagementregulations"andotherlawsandadministrativeregulationsandChinahasconcludedoraccededtorelevantinternationaltreaties,theway.SecondshipssailingintheseaareasunderthejurisdictionofPeople'sRepublicofChinacarryingoil

4、substancesandmorethan1000tonvesselscarryingnonoilsubstances,theownershall,inaccordancewiththeprovisionsoftheinsuredshipoilpollutionliabilityinsurancecoverageorobtaincorrespondingfinancialguarantee.Thecommercialinsuranceinstitutionsandmutualinsuranceinstitutionsthatundertakethecivilliabilityinsu

5、ranceforoilpollutiondamagefromshipsshallcomplywiththesemeasures.ArticlethirdthecompetentdepartmentofcommunicationsundertheStateCouncilshallberesponsiblefortheunifiedadministrationoftheinsuranceforcivilliabilityforoilpollutiondamagethroughoutthecountry.Thenationalmaritimeadministrationshallberes

6、ponsiblefororganizingandimplementingtheinsuranceofcivilliabilityforoilpollutiondamagethroughoutthecountry.Themaritimeadministrativeagenciesatalllevelsinthecoastalareasareresponsibleforthespecificimplementationoftheinsuranceforcivilliabilityforoilpollutiondamagebyshipsinaccordancewiththeirrespec
