1、-相城区建筑起重机械设备备案登记管理办法（暂行）第一条为贯彻执行《建筑起重机械安全监督管理规定》（建设部令第166号）、《建筑起重机械备案登记办法》（建质〔2008〕76号）、《江苏省建筑施工起重机械设备安全监督管理规定》（苏建法〔2004〕90号）等规定，加强和规范苏州市相城区建筑起重机械监督管理，确保建筑起重机械安装、拆卸质量和使用安全，防止和减少安全事故，制定本办法。第二条苏州市相城区辖区范围内建筑起重机械设备的备案登记管理适用本办法。本办法所称建筑起重机械设备是指纳入特种设备名录，在房屋建筑工地和市政工程工地安装、拆卸、使用的塔式起重机、门式起重机、施工升降机（人货两用电梯）、高

2、处作业吊篮、物料提升机（含井架、货梯）等起重机械。第三条本办法所称建筑起重机械设备备案登记，包括建筑起重机械设备产权登记、安装（拆卸）告知和使用登记。建筑起重机械设备的产权、使用登记分别由设备所有权单位、使用单位申请办理，安装（拆卸）告知由安装、拆卸单位办理。第四条相城区建筑起重机械设备的备案登记管理工作由相城区建设局委托相城区建筑工程安全监督站（下称“区安监站”）实施。第五条相城区内建筑起重机械设备出租单位或者自购建筑起重机械设备使用单位（以下简称“产权单位”）在建筑起重机械首次出租或安装前，应当到区安监站办理备案登记。sectionoftheDepartmentofprojectma
