1、松原市“十一五”对外开放规划“十一五”期间，是我市对外开放、发展外向型经济的重要时期。从国际环境看，全球化经济一体化进程加快，科技革命、信息技术、知识经济迅猛发展，各国的经济交往与合作更加密切，国际贸易与投资将得到更大发展。世界范围内的经济结构调整，生产要素在全球范围内流动和优化配置加快。从国内环境看，随着社会主义市场经济体制的建立和加入世界贸易组织，对外开放的环境不断优化。国家实施振兴东北老工业基地战略，为我市加快对外开放步伐，发展外向型经济创造了重大的历史机遇。正确判断国内外形势，建立充满生机活力的对外经济体制，扩大对外贸易
2、和经济技术合作与交流，积极有效地利用国外资金，积极参与经济全球化已成为一项十分迫切的任务。根据市委、市政府的要求，制定我市“十一五”对外开放规划，对促进经济持续、快速、健康发展具有十分重要的意义。一、指导思想以邓小平理论和“三个代表”重要思想为指导，抓住国家实施振兴东北老工业基地战略的历史机遇，充分发挥我市enforcedthermalinsulationstartscheckingsystem,issuedbythethermalinsulationconstructionbeforeyoustarttonotice,tran
