1、中文摘要摘要：随着我国加入WTO和市场进一步开放，市场竞争愈加激烈，如何运用经济规律从事经济活动，能否按照国际惯例及国际通行做法确定和控制建设工程造价，对于工程造价人员来说是挑战与机遇并存。本文从工程设计的概念及设计阶段的划分、工程设计在工程造价中的地位、设计阶段工程造价计价与控制的意义以及设计阶段控制工程造价的方法四个方面简要论述了设计阶段工程造价的控，设计阶段的造价控制在整个项目工程中占有举足轻重的地位，所以如何控制好设计阶段的工程造价是控制整个项目工程造价的关键。建设工程造价的确定与投资控制的实质就是运用科学技术原理和经济及法律手段，解决工程建设活动中的技术与经济、经营与管理等实际问题，

2、只有在项目建设的各个阶段，采用科学的计价方法和切合实际的计价依据，合理确定投资估算、初步设计概算和施工图预算，才能提高投资效益。我国已加入WTO，正有逐步尝试实施国际通行的做法，有的地方开始工程量清单报价的试点工作，我们进入国际市场时不会手足无措。应加快工程造价领域的立法，使工程造价行业管理纳入法制化，规范化的轨道，避免“入世”后带来的冲击，这就要求我们深入学习和深刻理解WTO具体规则和条文，认真研究WTO成员国主要的对手态势，树立国际化意识以适应加入WTO后引发的新形势、新变化、新问题和新要求。 关键词：工程项目；设计阶段；工程造价；控制iiiABSTRACTTitle:Theenginee
