2、ardoftheArbitratorFlorentinoP.FelicianoWT/DS155/10Page23I.INTRODUCTION1.On16 February 2001,theDisputeSettlementBody(the"DSB")adoptedthePanelReport WT/DS155/R,WT/DS155/R/Corr.1.inArgentina–MeasuresAffectingtheExportofBovineHidesandtheImportofFinishedLeather("A

3、rgentina–HidesandLeather").WT/DS155/5.AttheDSBmeetingof12March2001,ArgentinainformedtheDSB,pursuanttoArticle 21.3ofthe UnderstandingonRulesandProceduresGoverningtheSettlementofDisputes (the"DSU"),thatitwouldimplementtherecommendationsandrulingsoftheDSBinthisd

4、isputeandthatitwouldrequirea"reasonableperiodoftime"todoso,underthetermsofArticle 21.3oftheDSU.2.InviewofitsinabilitytoreachanagreementwithArgentinaontheperiodoftimereasonablyrequiredforimplementationofthoserecommendationsandrulings,theEuropeanCommunitiesrequ

5、estedthatsuchperiodbedeterminedbybindingarbitrationpursuanttoArticle21.3(c)oftheDSU.WT/DS155/6.3.Byjointletterof12June2001,ArgentinaandtheEuropeanCommunitiesnotifiedtheDSBthattheyhadagreedthatthedurationofthe"reasonableperiodoftime"forimplementationshouldbede

6、terminedthroughbindingarbitration,underthetermsofArticle21.3(c)oftheDSU,andthatIshouldactasArbitrator.WT/DS155/8.Thepartiesalsoindicatedinthatletterthattheyhadagreedtoextendthetime-periodforthearbitration,whichshallbecompletednolaterthan90daysafterthedateofth

7、eappointmentofthearbitrator.Ibid.Notwithstandingthisextensionofthetime-period,thepartiesstatedthatthearbitrationawardwouldbedeemedtobeanawardmadeunderArticle 21.3(c)oftheDSU.MyacceptanceofthisdesignationasArbitratorwasconveyedtothepartiesbyletterof12June2001.
