5、tudyconductedbyThomasDurkin，aneconomistwhospentmorethan20yearsattheFederalReserve.Durkinconcludedthatregulatoryburdensassociatedwithalackofpreemptionandlegaluncertaintiescreatedbynew，vague，andundefinedstatutorytermswouldreducetheabilityoffinancialinstitutionstoextendconsumercredit，an
