1、黑龙江省人民政府令第2号 《黑龙江省道路货物运输源头治理超限超载暂行办法》业经二○一○年十二月二十八日省政府第四十八次常务会议讨论通过，现予公布，自二○一一年三月一日起施行。 省长王宪魁 二○一一年一月五日黑龙江省道路货物运输源头治理超限超载暂行办法 第一条为从源头上治理道路货物运输超限超载行为，保护公路完好、畅通，维护道路货物运输市场秩序，保障人民群众生命财产安全，根据《中华人民共和国公路法》、《中华人民共和国道路交通安全法》等法律、法规，结合本省实际，制定本办法。 第二条本省行政区域内道路货物运输源头治理超限超载(以下简称
