4、momentumofdevelopmentofthenationaleconomy,Chinacontinuestoimplementtheproactivefiscalpolicy,theissuanceof110billionyuanoftreasurybondsforconstruction,infrastructureconstructionandtechnologicaltransformationprojects,andbyadjustingtheincomedistributionpo
5、licy,increaseincome,stimulateconsumption.In2000,accordingtotheactualneedsofeconomicdevelopment,Chinawillcontinuetoimplementaproactivefiscalpolicy,theissuanceof150billionyuanoftreasurybonds,mainlyusedtoincreaseinvestmentininfrastructure,andsupportthetec
6、hnologicaltransformationofstate-ownedenterprises,increasethedevelopmentofthewesternregionandecologicalenvironmentconstruction,thedevelopmentofscienceandtechnologyeducation.In2001,Chinaimplementedanactivefiscalpolicyforfourthconsecutiveyears.Thecentralg
