China’sForeignTradeGrowsSteadilyChina’simportsandexportsofcargotradehasbeengrowingsteadilysincethebeginningofthisyear,thoughwiththegrowthatthelowlevel,saidtheGeneralAdministrationofCustoms(GAC).TheGACdatashowedthat,inthefirst-half,China’sforeigntradereached$1.84trillion,up8%yearonyear,amongwhich,theexportstotaled$954.38billion,up9.2%,andimportshit$885.46billion,up6.7%,withthetradesurplusof$68.92billion,rising56.4%.The8%growthwaslowerthanthe10-percentincreasetargetedbythegovernmentforthewholeof2012.InJune,thetotalvalueofChina’sforeigntradestoodat$328.69billion,up9%,amongwhich,exportsamountedto$180.21billion,up11.3%,slowingfromthe15.3%spurtinMay,andimportsroseto$148.48billion,up6.3%,withthesurplusof31.73billion,up42.9%.AccordingtotheGACspokesmanZhengYueshengatthepressconference,thedataindicatesthat,6 againstthebackdropoftheglobalfinalcrisisandtheeconomyrestructuringandtransitionoftheforeigntrademodes,China’sforeigntradehasthefollowingfeaturesinthefirst-half.Foreigntradereboundedmildlyinthesecondquarter.Inthisquarter,thetotalvalue,exportsvalueandimportsvalueroseby8.6%,10.5%and6.5%respectively.Comparedwiththefirstquarter,thetotalvalueroseby14.1%,withthegrowthrateup1.3%.Besides,modesoftradesawbetterstructurewithgeneraltradeupandprocessingtradedown.Inthefirst-half,thevalueofChina’sgeneraltradereached$975.09billion,up8.9%,accountingfor53%ofChina’stotalforeigntradevalue,up0.4%yearonyear.While,theprocessingtradeaccountsfor35%ofthetotal.Comparedwiththeprocessingtrade,generaltrade,featuredwithlongerdomesticindustrialchainandhigheraddedvalue,reflectstosomeextenttheimprovementofChina’sforeigntrademodeswithitsincreasingratio.China’sdiversificationoftradepartnersisalso6 continuing.ThegrowthalmoststagnatedwiththeEUandJapan,butsteadilygrewwithemergingmarkets.Inthefirst-half,thebilateralSino-EUtradevaluedat$267.82bil-lion,uponly0.7%;$162billionwithJapan,down0.2%;and$231.12billionwiththeUSA,up11.9%.TheASEANremainsChina’sthirdlargesttradepartner.Meanwhile,thegrowthofexportstoRussiaandSouthAfricawashigherthanChina’saverage.Anotherchangeisthatsubjectsoftradesawmorerationalcomposition:fastergrowthinprivateenterprisesandsmallratioofforeign-fundedenterprises.Inthefirst-half,theforeigntradeofprivateenterprisesjumpedby19%,whiletheforeign-fundedenterprisesup4%.AndexportsvariedacrossChina:sharpriseintheMidwestandsteadygrowthintheEast.Inthefirst-half,thegrowthofexportsinChongqing,Henan,SichuanandJiangxiwas250%,91.6%,74.7%and54.1%respectively,muchhigherthanChina’severage.Structureofexportedcommoditieswasalso6 optimized.Themechanicalandelectricalproductsrosefastandtraditionallabor-intensiveproductscoveredsmallerratio.Exportsofmachineryandelectronicspostedanincreaseof10.5%to$550.25billion,accountingfor57.7%ofthetotalexportsinthefirst-half.Moreover,structureofimportedcommoditieschangedfavorably:energyandresourceproductsandconsumptiongoodsrosesharply.Tradepricetermsturnedbenign:importpricekeptslidingandpriceofsomemajorcommoditiesdropped.ThoughthegeneraldevelopmentofChina’sforeigntradetendstostabilizeatthelowlevel,thebasisonwhichtheimportsandexportsmayreboundisnotstable,duetotherestrictionsofsuchfactorsasshrinkingexternaldemandandrisingdomesticcosts,saidZheng.TheGAC’ssurvey,basedonover1,800exportenterprises,alsoshowedthatExportingManagersIndexwas36.2,belowthethresholdlineof50,suggestingthatChina’sforeigntradestillfacesanunoptimisticfuture.6 Inthenexthalfofthethisyear,China’sforeigntradedevelopmentshallconfrontmanyuncertainties,accordingtoZheng.Atpresent,thesteadygrowthofChina’sexportsstillfacesarduouschallenges.Theunderlyingimpactoftheglobalfinancialcrisis,theslowrecoveryofglobaleconomy,theseriousdebtofmajoreconomies,highunemploymentanddownturnofconsumptiondesire…alloftheseaddtothechallenges.Sincethebeginningofthisyear,Chinasloweddowntheeconomicgrowthinitiatively,whichresultedinmountingpressureofeconomicdownturnanddiminishingdomesticdemand.Inthefirst5months,China’sactualuseofforeigncapitaldroppedby1.9%.Further,duetotherisingcosts,includingthelaborcost,RMBexchangeandfinancing,productsofChina’sexportenterprisesaresufferingfromweakenedpricecompetitivenessandshrinkinginternationalmarketshare.Inaddition,duringthefinancialcrisis,the6 EU,theUSAandothermajoreconomiescarriedoutprotectionismintermsofendlessandvarioustradebarriers,whichspreadquicklytotheemergingmarkets.DespitethemorecomplexandarduouschallengesfacingChina’sforeigntrade,China’scorecompetitiveadvantagesinmanufacturingarenotlikelytochangeinnearfuture,andaseriesofpoliciesandmeasuresaimedatstabilizinggrowthandpromotingimportsshalltakeeffectgradually.“Providedthattheworldeconomy,especiallytheeurozonedebtcrisisisnottodeteriorate,China’sforeigntradeisexpectedtoachievethesetgoalof10%growth,”saidZheng.6
