2、ontrary,hoaticresearchesregardingthepublicdebtinmodemchina.so,itishighlynecessarytoenhancethesaidresearches.thepublicorinternaldebtinquestionmeansthetotalamountofmoneyborroentsofmodemchinaorbylocalgovernmentsent,including（1）publicbondsissuedbytheministryoffinance,thoseissuedbytheministryof
3、railinistryofmunicationandthemissionofconstructionaseotherrelevantdepartmentsofthecentralgovernment,and（2）governmentbondsandtreasurybondsasents.beingperfect,thosethathavebeenconductedbycontemporaryscholarsarejustorientedtosofprehensiveresearches.scholarsfailedtopaydueattentiontotheresearch
4、esduringthelongperiodfromthefoundingofneonographentitledmaterialsregardingthehistoryofoldchina'spublicdebt（translatedname）piledbyqianjiaju.ititteeofthecpcthatscholarsbegantoshoodemchina'sinternaldebt.ple,jinpusen,adeamoreactiveandimpartialjudgmentofthepre-entthaneverbefore.heappraisedthepo
5、liciespositivelyitations.fromthe1930son,certainprogressadeinthisregard,sandainlyincluding：firstly,asosttextbooksonmodemchinesehistoryandcontemporarychinesehistory,onographsonthehistoryofeconomy,finance,orbanking,thereisalackofsystematicandspecialresearchesexceptfortheabove-mentionedbookbyq
6、ianjiaju.secondly,thereisatendencyofdoingresearchesoutofcontext.instead,theyshouldbecarriedoutinthebroadercontext-thethenpolitical,economicandfinancialcontext-accordingtothefundamentalmarxistprinciplesonproductiveforcesandrelationsofproduction,andtheeconomicbaseandthesuperstructure.iccriti
