3、naswellastheregionalsustainabledevelopment.Kitakyushu,Japan,wasonceatypicalenvironmentalpollutingcity.Afteraseriesworkofenvironmentmanagement,itbecomesabeautifulcity.Thusfar,ithassuccessfullytransformedintothe“Foundationofenvironmentaltechnology”,possessingthemostadvancedte
4、chnologyandexperienceofenvironmentalgovernanceintheword.Thisessay,westudiedthenurturingandthedevelopingprocessofKitakyushuenvironmentalindustry.Wediscussedthegovernment-industry-academianetworksoftheenvironmentalindustryofKitakyushu,aswellastheinternationalexpansioneffect.T
5、heresultsshowedthat:⑴Asthelackofnaturalresource,environmentalindustrytooktheplaceofheavychemicalindustry.Hence,Kitakyushuachievedwin-winbetweenenvironmentalprotectionandeconomicdevelopment.⑵Withoutthedivision、integratedcooperationnetworkofindustryandgloballinkagesofindustri
6、alclusters,Kitakyushuenvironmentalindustrycouldnotmakegreatprogress.Localbuzzandglobalpipelinebothsupplementeachother.Onlyinthisway,canenvironmentalindustryachievequalitativeleapoftechnology.Thisstudywillnotonlyprovidesustainabledevelopmenttotheresource-basedcityinChina,but
