2、eCo)workonwhatcompetenciespeopleneedforasuccessfullifeandwellfunctioningsociety.Theprocessofco-construction,throughvariousformsofcontribution,hasledtothedevelopmentofaframeworkoffivekeycompetencygroupsdesignedtoreplacethecurrentlistsofessentialskills,valuesandattitudes.Thispaperr
3、eflectsuponthosecontributionsandtracesmovementsinthinkingaroundtheconcept,constructionofandinclusionofkeycompetenciesintheNewZealandCurriculumProject.Theaimofthispaperistosummarisekeyissuesandthemesraisedduringthediscussionsandlinkthemtotherelevantsupportingliterature.Thispaperis
4、notapositionpaperandisnotintendedasMinistrypolicy,ratheritsummarisescontributionstotheprojectthusfarandisdesignedtoassistandpromotefurtherdiscussionanddebate.BackgroundInresponsetotheCurriculumStocktakeReportCabinetagreedin2003totheMinistryofEducationundertakingredevelopmentofthe
5、curriculumtofocusonqualityteachingandempoweringschoolstomeettheneedsofallstudents.WhilethereportconcludedthattheNewZealandCurriculumFrameworkandTeAngaMarautangaoAotearoaarecoherent,soundstatements,itrecommendedthatthecurrentcurriculumbemodifiedtoensureaclearerfocusonhighexpectati
6、onsforallNewZealandstudents,andtoprovidemoreflexibilityforteachersandschoolstohelpstudentsachievetheseexpectations.TheCurriculum/MarautangaProjectwaslaunchedin2003tobuildontherecommendationstoreframeandrefocusthenationalcurriculum.TheMinistry’sdecisiontotakeaco-constructiveapproa
7、chtotheCurriculumProjectreflectsthebeliefthatqualityengagementwiththesectorandarangeofotherstakeholdersintheredevelopmentofthecurriculumisessential,asrevisedcurriculumpolicyisnotsufficientinitselftobringabouttheexpectedoutcomesforallstudents.During2004and2005theMinistryisconsulti
