1、摘要政府采购监督机制的建立和完善是对政府采购行为的规范化、具体化和制度化。我国政府采购起步较晚，政府采购制度虽初步形成了一定的体系构架，但制度仍不完善，尤其是政府采购监督机制的不完善导致诸多违法、贪污、腐败等问题的产生，不利于我国政府采购的可持续发展。国外众多学者对政府采购有了较深入地研究，我国有关政府采购的研究成果虽然还颇少，但就政府采购监督而言，学者们对这一研究领域己有了越来越多的涉及。本文对国内外专家学者的研究成果进行了总结和回顾，并对我国现有政府采购监督机制的形式及其作用、存在的问题及其原因进行了分析，认为当前我国政府采

2、购监督机制的不完善是导致我国政府采购面临诸多困境的根本原因所在。通过对我国政府采购监督机制的问题及其原因进行分析，有利于“对症下药”，为构建和完善我国政府采购监督机制提供理论依据。依据国外政府采购的成功实践经验，在明确我国政府采购监督机制构建的原则下，笔者提出，当前要完善我国政府采购监督机制，关键就是要构建完备的政府采购监督法律法规体系、加强内外监督和采购程序的监督以及完善相关配套措施，尤其是要加快我国电子化政府采购的发展步伐。关键词：政府采购；监督机制；问题；对策AbstractGovernmentprocurementisa
