3、edduringthe9thExtraordinarySessionofCOMESTinSeptember2016.Atthatsession,thecontentofthepreliminarydraftreportwasfurtherrefinedandexpanded,andtheWorkingGroupcontinueditsworkthroughemailexchanges.TheCOMESTWorkingGroupthenmetinQuebecinMarch2017tofurtherdevelopitstext.Arevisedtexti

4、ntheformofadraftreportwassubmittedtoCOMESTandtheIBCinJune2017forcomments.Thedraftreportwasthenrevisedbasedonthecommentsreceived.Thefinaldraftofthereportwasfurtherdiscussedandrevisedduringthe10th(Ordinary)SessionofCOMEST,andwasadoptedbytheCommissionon14September2017.Thisdocument
