4、esofthecultureitself.Thegreatinterestinexceptionalchildrenshowninpubiceducationoverthepastthreedecadesindicatesthestrongfeelinginoursocietythatallcitizens,whatevertheirspecialconditions,deservetheopportunitytofullydeveloptheircapabilities.  "Allmenarecreatede
