3、theproductionandcommercialactivitiesincitiestoday.Theglobalrestructuringhasgeneratedanewregimeofcapitalaccumulation,withsignificantpolicyimplicationsforvariouslocalities.Attheinternationalleveltherehasbeenaglobalshiftofindustrialcapitalfromdevelopedcountriestothe
4、lessdevelopedworld(Dicken,2003).Atthenationalandregionallevel,traditionaleconomiccoreshavebeenoutshonebyemergingnewspaceeconomies,suchas‘edgecities’(Garreau,1991)and‘newindustrialdistricts’(Scott,1988).Atthecitylevel,thelocalorderissubjecttofundamentalrestructur
5、inginaperiodwhenfootloosecapitalisnolongertiedtotraditionalurbaneconomies(Shortetal.,1993).Furtherdownthehierarchy,economicfortunescontrastmarkedlywiththeattractionofnewcapitalinvestmentvaryingacrossspaceandacrossthecity(Shortetal.,1993:207).Oneimportantconseque
6、nceisagrowingtrend‘towardsgreater(urban)entrepreneurialism,moreintenseinterurbancompetitionandtheconsciouspromotionofplace-specificdevelopmentstrategies’(ParkinsonandHarding,1995:67;seealsoHarvey,1989).Competitionhasbecomesointenseandintrinsictolocaldevelopmentth
7、atcitieshavetotakeamoreentrepreneurialstanceinordertoremainatthetopofaregionandenhancetheirattractivenesstothefootloosecapital,residentsandvisitors(e.g.Harvey,1989;Jessop,1998).Theeffectsofthischangehaveimportantpolicyimplications.Anumberofnewformsofurbangoverna
8、nce,suchasentrepreneurialism(Harvey,1989),‘newurbanpolitics’(Cox,1995),‘growthmachine’(LoganandMolotch,1987)and‘urbanregime’(Stoker,1995)haveemerged.Citieshaveadopted
