2、alrevenue-sharingscheme,weconstructasimulatedinstrumentalvariabletoresolvetheendogeneityproblem.Wendevidencethatlocalgovernmentsshiftedtheireortsfromfosteringindustrialgrowthtourbanizing"China,i.e.,todevelopingthereales-tateandconstructionsectors,w
