2、ntly;whereasamandesirousofgoverningmayveryeasilyeitherabusehispowerandbecomeatyrant,orbyhisdesiretogovernbebroughtintoanunforeseensituationofdependenceonthepeopleheistorule,sothathisgovernmentreallybecomesanillusion.Thisobservationappliesalsotootherrelationswheremuchdependsontakingthingsseriously:a
3、ssumingthereisabilityinaman,itisbestthatheshowreluctancetomeddlewiththem.Tobesure,astheproverbhasit:"wherethereisawillthereisaway";buttrueseriousnessappearsonlywhenamanfullyequaltohistaskisforced,againsthiswill,toundertakeit¾againsthiswill,butfullyequaltothetask.InthissenseImaysayofmyselfthatIbeara
