2、boutfromthe1940sto1990s.Pluralismcultureembodiesinvariousaspectssuchaslanguage,education,employment,whichmakesmanyimmigrantsobtainrealrights,inturnhelpingthewaveofimmigrants.TheresultisthatimprovesthestabledevelopmentoftheCanadianpoliticandeconomy,andthesustainabledevelopmentofsocialculture
3、,makingCanadiansocietyculturemoreinclusiveandopenwhichgivesprioritytotheBritishandFrenchculture,andit’savirtuouscircleforthedevelopmentofwholesociety.BeforeandaftertheSecondWorldWar,assimilationismandAngloconsistenttheoryisverypopularinmostCanadianauthorities,anditregulatesthatimmigrantsmus
4、tgiveuptheoriginalculturalcustomsiftheywanttobeinCanada,andlivewithAngloCanadianlifeway.Onlyinthisway,cantheybecomearealCanadian.Thesepoliciesmayberevolutionaries’wishfulthinking,however,mostofthemigrantsarenotwillingtoaccepttheassimilationfact,especiallyinQuebec.ToquelltheQuebecdoctrine,th
5、egovernmentformulatedandpassedtheOfficialLanguagesActin1969,thatEnglishandFrenchisthetwoofficiallanguageofCanada.Actually,bilingualismhasnotsolvetheproblemfundamentally,butaddedmanyburdenstotheFrenchCanadian,asStephenDeansaid:"itiscompletelyimpossibletoimplementbilingualsystem,becausewhenth
6、etwolanguagesarewithinaregionalcompetition,thedominantlanguagewillreplaceanotherlanguage."In1971,theprimeministerofthefederalgovernment,Trudeau,announcedthatthegovernmentwouldacceptalladviceandopinionsoftheroyalcommissionabouttwolanguagesandtwocultures.Culturalpluralismatthistimewasaimedate
