1、摘要随着社会不断发展，农民的生活水平不断提过，国家政府对农村的问题也越来越重视，所以如何解决好“三农”问题，实现全面小康目标，乡村治理就成为推动这些目标实现的重要动力。而乡村的治理需要政府和农民携手共进，共同推动乡村治理的发展。因此，以乡村治理为土壤，去分析在治理至今中的成果，发掘农民在其中的参与问题。通过乡镇政府在体制中和行政行为中所表现的作为，和农民自身因素的影响，分析农民参与的问题。然后根据问题，从法律法规，政府的职能转变和改善农民生活状况，发展农村文化，来规范政府行为，使政府正确定位，积极主动的引导农民参与，同时也能够培
2、养农民的公共精神，进而主动参与到乡村事务的管理当中。本文以此为基础，在农民参与对乡村治理具有重要性的前提下，探究乡镇政府和农民是如何限制参与行为，从而规劝政府在政策执行中更加规范自身，引导农民，达到更好的治理乡村，推动乡村社会的发展。关键词：乡村治理；村民自治；农民参与； AbstractWiththecontinuousdevelopmentofthesociety,thelivingstandardsofthepeasantshavebeencontinuouslymentioned,andthenationalgovern
