1、上海交通大学硕士学位论文中国信访制度的权利救济功能研究姓名：吴惠泉申请学位级别：硕士专业：公共管理指导教师：彭勃20070609上海交通大学硕士学位论文因此，目前还是必须赋予信访制度以权利救济功能，给予其相应的法律地位和职权，完善与其相配套的运行机制，同时构建党政、人大、司法三位一体的大信访格局，将诉讼类案件统一纳入司法信访，以树立司法的最终权威。从长远来看，构建多元化的权利救济体系，充分发挥不同救济方式的积极作用，从不同途径和渠道分解和处理社会矛盾，才是法治建设的发展方向。在这个权利救济体系框架中，以司法权为核心，主要依靠司法机关通过法律途径解决大部分矛盾；同时，依靠党政组织通过信访渠道
