1、浙江大学硕士学位论文城市扩展中城市边缘区的城市规划政策研究姓名：钱俭申请学位级别：硕士专业：城市规划与设计指导教师：杨建军20040101摘‘要在城市化进入快速发展时期的今天．城市扩展成为我国大部分城市面临的一个重要课题。大城市边缘区作为城市用地的扩展空间和城市中心区对其腹地产生集聚和扩散的过渡地带．暴露出越来越多的矛盾与问题。如何通过这些问题的表象认识其本质原因．并提出解决问题的根本出路．是本文所要探索的目的。诸多问题集中反映了城市边缘区城市规划的无效性．引发了我们对于城市规划本质的思考。即城市规划作为一种公共政策．其无效性集中体现在城市期划的过程之中。

2、由此．我们认为直从城市规划政策形成和实施过程来探索问题的症结所在。针对这一思路．本文提出解决城市边缘区问题的根本出路在于对城市规划本．身及其，h部环境进行反思．进而从政策学角度提出城市边缘区规划失效的根本原因。在此基础上，研究城市边缘区城市期划政策框架．并结合几个实例的剖析，提出暑I导与控制城市边缘区发展的政策措施。本文拟分五j蕾：第一章从本次研究的背景入手．提出本次研究的背景、意义及创新。第=章从不同角度对国内多h城市边缘区的理嵌听n实践研究进行综述．一宅结前人的研究成果。提出本次研究的借鉴意义。第三章从政策学角度对城市规划的本质进行理论探讨．进而提出城

3、市边缘区规划失效的本质原因。第四章研究城市边缘区城市规划政策框架．从城市规划本身和城市规划外部环境两个方面进行具体阐述。第五章针对城市边缘区的若干重点问题．以实例研究的方式，提出城市边缘区规划过程中的现实困扰．并提出相应的政荤措施。关键词城市边缘区城市规划政策StrategyresearchofurbanfringedevelopmentonurbanexpansionAbstract：Withthehigh-speedexpandingoftheurbanization，urban-expandingisbecominganimportantissuet
